What does the law say about transporting dogs in cars?
When it comes to transporting dogs in a car, the relevant regulation is Article 169 of the Highway Code. This is a set of rules designed to ensure road safety, which require drivers to manage the presence of objects, people, and animals inside the vehicle. Naturally, the purpose of the regulation is to ensure minimum safety standards.
Specifically, the Highway Code allows you to transport one or more pet dogs, provided that this is done safely: your four-legged friend must not pose a danger or a distraction while driving.
Dogs must be transported in carriers and placed in the trunk. Alternatively, you can install partition nets or use special safety belts. If these devices are permanently installed (for example, if transporting animals is part of your business), you must obtain authorization from the relevant office of the Department of Land Transportation.
If you are transporting only one dog in your car, you do not need to use safety restraints, provided that this does not pose a danger or interfere with driving.
Where can the dog sit in the car?
The law provides for two options:
- kept in a special carrier or similar accessory;
- separated from the driver by a partition or other suitable means (such as special seat belts).
Where dogs are not allowed in the car
The law states that dogs are not allowed to be:
- in the driver's or another passenger's arms;
- in the front seat (the only permitted locations are the trunk and the rear seats);
- free in the car's interior.

What happens if you don't follow the legal guidelines for transporting dogs in a car?
If the rules outlined above are not followed, the Highway Code provides for a fine ranging from €87 to €344(for any situation in which safety requirements are not met), in addition to the deduction of 1 point from the driver’s license.
Stricter penalties apply in cases involving the use of unauthorized permanent structures. Article 78 of the Highway Code sets a fine ranging from €430 to €1,731.
We would like to point out that the provisions of the Highway Code are intended not only to discourage the improper transport of dogs, but also to protect your health and that of your dog.
What to use to transport dogs safely in a car
There are several tools you can use to ensure your safety and your dog’s safety in the car: dog carriers, seat belts, and safety nets. Let’s take a closer look at them.
The dog safety belt is a harness that attaches to the back seats. This restricts your dog’s movement, preventing it from reaching the driver and thereby reducing the risk of distractions while driving.
Another option is a cargo divider or mesh barrier, which separates the passenger compartment. These are particularly useful if you need to transport a large dog in the trunk. This will prevent the dog from moving around and reaching the front seats.
For small dogs, carriers are the most practical choice and provide a safe environment for short trips. If you want to ensure your dog is as comfortable as possible, we recommend lining the bottom of the carrier with a blanket or an absorbent mat.
